Since watching adult films is illegal that means we are supposed to obey the leaders and not watch them since that’s an order from God to obey the leaders. But fantasizing having sex (not with a particular person) gives the same pleasure as that of watching adult films. Does it mean fantasizing also shouldn’t be done here? Does doing so mean one is trying to deceive God? Like the people of saturday?

Watching adult movies is a Fuhush and is forbidden in Islam. The governments also discourage watching them.
Fantasizing is not a sin. But one should avoid fantasizing a particular real person.
