    Assalamualaikum

    What is the role of urf in Islam? Can it be used to determine halal and haram in certain cases?

    Also, if we do so, wouldn’t it mean that one thing is halal in one culture and haram in another?

    Haram and halal are determined on the basis of the illat or cause, not urf. This cause a is something objectionable. An urf has to be changed if it is objectionable. For example, wine is an urf in the West. It is not acceptable.

    In the matters of sadd e zarya, and determining diyat, Haq e Mehr, etc, and in certain applications of an injunctions, urf is considered.

    What about men and women’s dress? If I’m not wrong, in Islam, men are not allowed to dress like women and women aren’t allowed to dress like men. So if in a certain culture trousers are considered a men-only dress , would it make it haram for a woman to wear trousers in such a place?

    The cultural norms decide it. In every culture certain dresses are considered gender specific, while there are others which are considered allowed for both to wear them.
