God has mentioned in the Quran that He punishes only for what you deliberately do wrong. Does this deliberation only mean that I know with full certainty that doing certain thing is a major sin and God will punish me if I do this, and then I go ahead and do it?

If I don’t know with full certainty that a thing is wrong but is actually wrong and I do it, this is also done deliberately but is this also punishable?

Yes, it means if one knows it is wrong and still commits a sin or crime, he is sinful.

The things about which one is doubtful, one needs to know their actual status whether or not they are wrong. If he does something without proper knowledge he is blameworthy.

If he is unable to know the status of a thing, he needs to avoid it, however, if he does it, and later he knows it was wrong, it is not treated as a major sin.
