Taxes are counted as zakat, no matter you pay them to a Muslim government or a non Muslim government. The purpose to pay zakat in the form of tax is the same, to share your wealth for the needs of the people.

@Irfan76 But sir, we see that Zakat is to be given to needy. Whereas tha taxes that government collect, that are used for different purposes including the payment of salaries of government employees, government expenditures, building projects and etc. So how come we can conclude that a tax given to government is equivalent to Zakat? Even in our societies where Government collect taxes but their Zakat collection system, boards and accounts are all different. And what we have learned and seen from all generations that Zakat is paid to needy and the seven and eight other types mentioned in Islamic Law. So if we also learn from Tawatur or what has been followed for centuries is that it is different from Tax and Revenue Collection of a government. Can you further justify your argument?

Zakt is not only paid to the needy. There are 8 heads of zakat mentioned in the Quran. Those include all the expenses a government is supposed to manage.
