Can the property especially the land of old masjid, when demolished, be used as public property or for other constructional purposes that would benefit the public in general ….in case people have decided to shift or construct a new masjid at different place for some reason?

The land is supposed to be the public property, managed by their governments. A piece of land can be used for different purposes and the purpose can be altered for the benefit of the public. So a piece of land used for mosque can be used for a different purpose if there is a need for it. It is not compulsory to keep it a mosque forever.
