Salam, we are generally told that if water is not available, we should perform tayammum, but what are the exact rules for it? For example, if its cold, can I do tayammum instead of using water? Or lets say I m traveling, and its time for prayer, but I cant find water at that moment though I know I ll reach a place with water in half an hour or an hour. In such a case, should I perform tayammum and pray, or should I wait until I find water? etc.

All the relaxations of Shariah are adopted in case of unusual hardship. A usual cold is not an excuse. Travelling is itself an excuse. If one is traveling one can do Tayammum, whether water is available. The Quran sys:

And if you are sick or on a journey or when anyone of you has relieved yourself or you have had intercourse with women, then you find no water, find some clean surface and wipe your faces and your hands with it. [God has given you this concession] because God is Gracious and Forgiving. (4: 43)
