Why does Surah Lahab begin with Bismillah when Surah Tawbah doesn’t?
Both are surahs of torment.

There are many other Surah too which begins with the announcement of azab, for example sura Nahal. But in the case of Surah Tawbah the azab actually set in. Surah Lahab too is an announcement of azab on him.
