Using The Surname Of The Adoptive Parents
if people know the the child is adopted and even the child also knows he was adopted by his current parents but they don’t know the name of his actual father , now child wants his adopted father should give him his surname. In that case is this still lie or wrong in Islam ?

It is a falsehood, but if there is no alternative and registration under a parentage is mandatory, then it becomes a necessity, as the system does not permit a child to remain unregistered. In such a case, it is only permissible due to compulsion.
