why allah distracts people? why he stamps their hearts?
did allah knew they would accept islam in the future and he never wanted them to accept islam so he just stamps their hearts?
because what would have happened if he never stamp their hearts? if he never distracted them?

This is an expression of disapproval to tell that since they insist on denying the evident truth, they are determined not to accept the reality of what their hearts have already realized, they will stay kafir and God will not make them adopt the right path. God says that He let only those who go astray who are Fasiqeen.
يُضِلُّ بِهِ كَثِيرًا وَيَهْدِي بِهِ كَثِيرًا ۚ وَمَا يُضِلُّ بِهِ إِلَّا الْفَاسِقِينَ
He seals the hearts only when they have done it already.
بِمَا نَقْضِهِم مِّيثَاقَهُمْ وَكُفْرِهِم بِآيَاتِ اللَّهِ وَقَتْلِهِمُ الْأَنبِيَاءَ بِغَيْرِ حَقٍّ وَقَوْلِهِمْ قُلُوبُنَا غُلْفٌ ۚ بَلْ طَبَعَ اللَّهُ عَلَيْهَا بِكُفْرِهِمْ فَلَا يُؤْمِنُونَ إِلَّا قَلِيلًا
It is like a teacher announces that he wil fail the ones, who are determined to fail.

so there was a chance of them accepting islam but allah said it was enough

There was no chance. They sealed their hearts. This action is ascribed to God because all physical and psychological laws are initiated by God.
