Rather than following the ritual where men are stood responsible what if a woman comes forward to take the responsibility? Could she in that case be asked to provide mehar to her husband as a token for that responsibility?

No, Mahar is about the responsibility that God has placed on Men to care for the basic needs of their wives. A man may willingly relinquish this right of hers or that may become a de-facto condition of the household but that Mahr still stands. Moroever it’s a Sunnah tied to the practice of Nikkah itself. Personal opinion not sure if Ghamidi sahab share this view or not.
