a person was living in one of the western country many years ago and he left that country without paying his debts to different companies.

Now he lives in his home country and he finished his studies and after studies he has to get a license from the regulatory body to start his work.

Now, he has to sign a declaration form, which states that he has to mention about his character that if he has owed money to any one in the past.

If he says yes, there are chances his license will not be issued and all of hard work which is being done to finish his qualification could be wasted.

can some one please advise on the guidelines of Islam about this issue? And a muslim who has done these kind of mistakes in his early twenties how can he tackle this issue. can we lie in the declaration form about the past mistakes?

A lie is a lie. If one gets the license with a lie, it is wrong, and a sin. However, the income he would earn is halal because it is earned aginst his efforts.
