The hadith mentioned the menstruating women and veiled women separately which obviously means that not all women put on veil. The veil of women had been common in elite classes across the word. Indian traditional elite classes still observe It.

Veil of women is mentioned in hadith as a matter of fact of society l, not as a directive of Qur’an. This kind of information is not a legal statement to derive a directive from. As far as Islam is concerned the directive of manners of clothing has been given in Surah Noor. Now it is the choice of women to adopt veil.

The other hadith is not about veil but about shyness of a girl in her usual covering.
