There are two types of motivator for humans, Fear and reward. Quran being a warner and bearer of Good news both. sometimes describing day of judgment, it invokes fear and some other time it instill rewards.
The language of warning—fire, punishment, terror, reckoning—is meant to jolt people from moral complacency. Many human beings are not moved by abstract ethics or subtle reasoning, but by consequences. Fear is a primal motivator. Just like warning labels on cigarettes or road signs that say “DANGER OF DEATH”

“So as for he who is given his record in his right hand, he will say, ‘Here, read my record! Indeed, I was certain that I would be meeting my account.’ So he will be in a pleasant life — In an elevated Garden, Its [fruit] to be picked hanging near. [They will be told:] ‘Eat and drink in satisfaction for what you put forth in the days past.
In short Quran has used both fear and reward as motivator to warn people about what’s coming. When Ghamidi sb say its change of the world. It donot deny there will be no azab or reward.
Moreover, when we say God is just rehman we forget other attributes of God which is “Adl, Qahar, Qawi etc” Hence we feel dreadfulness.
