Is The Quran Only Useful After Belief? I’M Confused By Its Introduction
Assalamu Alaikum
In Surah Al-Baqarah (2:2–5), the Quran is described as guidance for the muttaqin — those who believe in the unseen, pray, give charity, and already believe in revelation.And in Surah Ar-Ra’d (13:21–24), it again highlights people who are already doing good — keeping ties, being patient, praying, spending, etc.
my confusion is:
If the Quran is introduced as guidance, but only for people who already believe in the unseen, already pray, and already believe in revelation — then what about those who don’t believe yet?What about atheists, agnostics, or people who never followed any religion?
It sounds like the Quran is guidance only after you already believe and practice — but then how is it supposed to guide someone from disbelief to belief?
The main confusion I have is : what about the guidance of people who don’t believe yet?Because the Quran is introducing itself as guidance for those who already believe in the unseen, pray, give, and accept previous revelations. So where do the people who don’t believe at all fit in?Jazakum Allahu Khairan

The Quran does not say, it is a guidance “ONLY’ for Muttaqeen. It is in the context of the people of the Book, who were supposed to be like such believers, but most of them were not, as the Surah proceeds to tell about the wrong ways they had adopted.
At other places it is told that this the guidance for all people:
شَهْرُ رَمَضَانَ الَّذِي أُنزِلَ فِيهِ الْقُرْآنُ هُدًى لِّلنَّاسِ وَبَيِّنَاتٍ مِّنَ الْهُدَىٰ وَالْفُرْقَانِ
