Visiting Makkah Without Umrah
I have heard from scholars that it is not permissible for any muslim who is not a resident of Makkah to visit Makkah without entering in Ehram and performing umrah. And even if you do 1 umrah and then go to visit Taif, when you come back to your hotel, one must be again in Ehram and perform another umrah since they exited Makkah and are reentering? They said only exemptions are residents of Makkah, pilots and taxi drivers etc.
