In Qur’an 51:47, the word السَّمَاء (samaa) is often translated in modern times as “universe,” and لَمُوسِعُونَ is interpreted as “We are expanding it” — sometimes linked to the modern concept of the expanding universe.
However, in classical tafsīr (e.g., Al-Tabarī, Ibn Kathīr), samaa usually means “sky/heavens,” and lamūsiʿūn is understood in the past sense — “We made it vast.”

Sama includes the whole above the head, atmosphere and space.
The words used in the verse cited above, has the capacity to incorporate the modern understanding of the expanding universe. This is not adding or altering the meaning but adding another misdaaq or application of the meaning. For example the word Amruhum shura banahum includes the modern concept of democracy. Because after all it is mutual consultation at a larger scale.

It means the word, mosioon means the expander. It includes both the meanings that God is the one who expended the universe and He is expanding it.
