Wa alaikum assalam.No, Islam does not make it a permanent religious requirement that only the Quraysh tribe can be caliphs.
Some narrations mention that leadership would remain among Quraysh, and historically the first caliphs were from Quraysh because that tribe had social authority and acceptance among the Arabs at the time of the Prophet. In the tribal structure of Arabia, Quraysh was the most influential tribe, so leadership from them helped maintain unity among the different Arab groups.
However, this statement is generally understood as describing the political reality of that period, not establishing a permanent religious rule for all Muslims in every era. Islam’s basic principle for leadership is justice, competence, and the trust of the community, not tribal lineage.
In fact, the Qur’an itself does not set any condition that a ruler must belong to a specific tribe. The broader Qur’anic principle is that authority should be given to those who are capable and trustworthy, and that public matters should be decided through consultation (shura) among people.
So early caliphs being Qurayshi was historical and practical, not a permanent religious law.
Islam does not restrict leadership to one tribe.
Any qualified person who gains the trust and acceptance of the community can lead.
