Jumma Prayerbefore Zohar
In European countries its common that mosques offer jumma before prayer. What we need to do offer zohar or Jumma with them or both.

You should offer juma prayer and then offer Zohar prayer too.
Juma prayer is supposed to be arranged by the government. Private juma prayer is a concept alien to islam. However, Muslims have adopted it. Now Muslims should follow it but the the original command is to perform Zohar prayer in this situation. So you should perform both the prayers.

Let me explain you in detail Jumma Jammat is at 2:00pm while Zohar time starts at 2:13pm

The Juman prayer has replaced the Zohar prayer. Its time is the time of the Zohar prayer. You tell here the time of congregational prayer (jamaat). Once the sun shifts from its central position at noon, the time of the Zohar or Juma prayers starts.

Sir, I need guidance in this regard sun noon is at 2:13pm. While the mosques offers Jumma 2:00pm which is before the sun crossing at noon.

It is not possible. juma prayer is offered in the time of zohar prayer. You may confirm from the mosque administration.
