How does it make sense that the same action has more reward simply because it is done in ramadan?

An incentive and an opportunity which also serves as a reminder to revert back, its still not too late.
Everyone has been given an equal chance. Had it been selective for some people, then it would’ve been an unfair reward-mechanism.

What if someone dies before Ramadan and was going to do charity then?

One should hope that he’ll be rewarded for that as well. There is no need to limit Allah’s blessings.

Just to clarify- when you selective you mean that person x will get more reward on Tuesday and person y will get the normal amount right? That’s what doesn’t happen
