Why would the prophet ﴾ﷺ﴿ say this if he knew that the sunnah would be transmitted with such strength such as ijma and tawatur?

Ijma and tawatur do not guarantee that a practice can’t be corrupted. It only allows us to trace the corruption back in time.
That said, a riwayah that itself begs being verified and certified by an individual human being provides no basis of argument in this matter.
