    Al-Anfal – 8:35

Does this ayah entail that whistling and clapping is haraam or makruh- because it used to be a symbol of shirk. Or is it simply a tool- when used for bad it would be haraam?

What’s being said in verse 8:35 is that the whistling and the clapping that they do as worship do not serve their intended purpose. There’s nothing being said against whistling and clapping.

Other than dietary restrictions, in order to deem something as impermissible it must fall in one of the five broad categories stated in the verse 7:33.
