Does dandruff comes under impurity? Particularly in winter, even my eyebrows have that.

If someone responds yes and provides a comprehensible explanation, what will your line of action be? Remove dandruff before every salat?

No, I’m asking you what if someone gives you a convincingly affirmative answer to your question? In other words, what if someone convinces you that dandruff IS in fact impure?

Correct. The thing that is of importance in Islam is that when we understand something and believe it to be true, then we must surrender to it and act in accordance with it. This is in light of the Quran verse 2:187.
What I am trying to convey to you is that sometimes we create undue hardship for our own selves as well as others when we try to get to very minute details of things. This is in light of the incident related in the Quran when the bani Israel insisted upon finding the exact specifications of the cow that they were ordered to sacrifice (Quran 2:67-71).
Please don’t consider this as a discouragement from thinking things through and asking questions, but I thought this was an important thing to understand.
Now on to your question – no dandruff is not considered an impurity. I suggest that you should use coconut oil on your hair and skin on a daily basis. Of course this is not a religious advice – just something that I have found to be useful in my own experience.
