An-Nahl – 16:123

ثُمَّ أَوۡحَيۡنَآ إِلَيۡكَ أَنِ ٱتَّبِعۡ مِلَّةَ إِبۡرَٰهِيمَ حَنِيفًاۖ وَمَا كَانَ مِنَ ٱلۡمُشۡرِكِينَ
Aal-e-Imran – 3:19
Arabic
إِنَّ ٱلدِّينَ عِندَ ٱللَّهِ ٱلۡإِسۡلَٰمُۗ وَمَا ٱخۡتَلَفَ ٱلَّذِينَ أُوتُواْ ٱلۡكِتَٰبَ إِلَّا مِنۢ بَعۡدِ مَا جَآءَهُمُ ٱلۡعِلۡمُ بَغۡيًۢا بَيۡنَهُمْۗ وَمَن يَكۡفُرۡ بِـَٔايَٰتِ ٱللَّهِ فَإِنَّ ٱللَّهَ سَرِيعُ ٱلۡحِسَابِ
What is the difference between these two terms?

The whole Deen. beliefs and practices. The missing or corrupted practices are revived with the help of Wahi.

Sorry this is confusing. It just seems they are synonyms. If millah means the whole deen then deen means the whole millah. If they are synonyms why did God use one word sometimes and the other one other times?

in fact there is no restriction to use different words for the same thing or concept. This is another debate why God uses different words for the same thing or concept.
