In the previous verses, Allah gave specific instructions to the wives of the Prophet sws and told them that if they lived according to those orders, Allah will grant them special rewards in the Hereafter. Then, in the verse you have posted, Allah addresses the rest of the Muslims, telling them that Allah’s mercy and rewards are not reserved only for the family of the Prophet but for everyone who does the 10 deeds mentioned in this verse. This is why the word “bhi (also)” has been used.
