Verse 4 of surah Tariq makes it seem like there is only one angel- but the common perception is that there are two- is the reading of surah tariq right?

Are you talking about angels who are recording our actions?
If yes, then the ayah you mentioned do not refer to recording angels as the word hafiz is used in that verse.
Quran 50:17 and 82:10-11 actually talks about them. In 50:17, number two is mentioned.
