They replied: “We have been sent to a sinful people84 so that we may hurl upon them stones of clay, marked by your Lord85 for those who exceed the limits. Then We evacuated from that [city] all the believers and found there but one house of those who were Muslims.86 [Then We unleashed the stones] and We left in it a great sign [that teaches a lesson] for those who fear a grievous penalty.87 (24-37)
Does this imply the angels are coming back from having destroyed the city? I think it does and just want to make sure. Because the sentence should be ‘we had been sent…’. @Irfan76 is the Arabic in pluperfect form here?

Because for pluperfect there should be قد or كان. When it’s not there it seems that the angels are in their way to destroy the town, but then later on in the conversation it says that they have already destroyed it

Then when Abraham’s fear left him and glad tidings were received by him, He began arguing with Us86 about the nation of Lot. In reality, Abraham was very gracious and very affectionate and one who was very focused towards his Lord – Abraham! Leave aside this debate. The directive of your Lord has been issued and now that torment is going to visit them which cannot be warded off.87 (74-76)
This makes it seem like the torment had already started.

your question is not clear. from the text, it is quite clear that they first came to Abraham and then went to the people of Lot.

In Surah dhariyaat it talks about how they evacuated the believers in the past tense. This makes it seem like they’ve already been there

it starts with Faa, which clearly indicates that it happened later, after they met Abraham. It is simple narration of the second event.

But they are talking to ibrahim عليه السلام . So how can they say that they did something that hasn’t happened yet?
