What Should Oppressed Muslims Do?
Referring to the post “Situation Of Indian Muslim” and Ghamidi Sahib’s approach to Jihad that Jihad is only allowed if sanctioned by state. What should suffering Muslims do when they are citizens of a non-Muslim country and they are being oppressed and tortured for decades. Why can’t they fight? When is fighting allowed for them? Should other Muslim countries declare Jihad (war, economic sanctions, etc) to help them?

Taking up arms can only be initiated by the state. Please see the following for details and evidence from the Quran:
Yes, if other countries have the means then they should wage a war against the oppressor. The oppressed need not even be Muslims – such a war can be waged to get rid of oppression against anyone. In fact, if another country has the means, then they’re obligated to wage a war against an oppressor.
