There’s no reason to remove jacket or sweater in order to perform wuzu.

Please see this to understand the rationale and logic behind masah over socks. For masah to be done on other parts, the level of ‘usar’ (mushaqqat) should increase as compared to the one that was originally necessitating masah over socks.
