In witr, in the last(3rd rakah) can we recite rabi jaalni if we don’t know dua e kanoot? And what other duas can we read in this rakat(3rd). Secondly, can witr after isha be read as a form of ibadat for Layla tul Qadr, as due to exams or lack of time people usually don’t get time to do extra ibadat which they want to?

Dua-e-Qanoot is optional, you may recite some other prayers. Any prayer would do.

Yes, you may offer a few extra voluntary prayers after Isha with the intent of seeking the blessings of Laylatul Qadr.

Witr is not an independent Salah, it is an additional rakah to make your tahajjud rakahs odd (‘taaq’) which is done at the end after last rakah of tahajjud salah. It is optional to do dua-e-qanoot in witr and any dua can be done in that, nothing has been explicitly prescribed by the religion in this regard. And yes, tahajjud can be offered after Isha Salah if one thinks one won’t be able to get up early for tahajjud salah.
