In the Quran, the word “sha” appears several times in contexts such as “Allah guides whom He wills”, “Allah rewards whom He wills and punishes whom He wills”. I think that this Will is not arbitrary and rooted in Allah’s attributes of Just (Al-Adl), Wise (Al-Hakim), Knowing (Al-Aleem) and I hope for all His attributes of Mercy and Forgiveness as well. Can you please elaborate on what is meant by Allah’s Will (sha)? Also if “Allah guides whom He wills” then what is a human’s personal responsibility for striving and seeking Guidance?

Allah’s will is not independent but according to His own prescribed law mentioned in Quran. Law of Guidance and Error is one of Allah’s Sunan i.e. the ways in which Almighty deals with Humans and has been described in various verses of Quran. Following thread and videos (available at the end) explain this Sunnah of Allah in much detail i.e. what is this Sunnah and how it works:
