Is 20% zakaat applicable on stimulus checks distributed by government?
A stimulus package is generally given to people by the state in order to deal with an unfortunate situation that has a very wide impact. Unless your state collects tax on it, there’s no production zakat due on it. The amount saved up from this money will end up as your asset, and you will pay asset zakat on the saved portion at the rate of 2.5%.
How about the one who is not impacted by corona virus but still received huge amount as a stimulus. E.g. someone who didn’t lose a job, didn’t get any pay cut etc. Even he, doesn’t need to pay 20% zakaat on it? After all, this is like a treasure for him (money without any effort, investment and loss), and I heard zakaat on treasure is 20%.
Same rule applies.
