Who will be considered for fasad fil arz for zina….as I come to know rapists and people who are operating prostitution centers will come in this category…what about people who are doing fornication habitually with different people just for pleasure not for money even after warnings..but doing fornication with consent…will they be considered for fasad fil arz?

Fasad fil ard is a quranic term intended to define people who r creating mischief in land either by spreading social injustice, propagating moral sins, or challenging rule of an Islamic government. It can’t be used to define any behavior that’s unislamic but in an unislamic society.
The case u described, such a person can not be ruled as such. However plenty of other things have to be considered like how the consent of the opposite party obtained etc
But it’s all an academic exercise since this term doesn’t exist in the legal system at present
