    According to the verse 31 of surah Noor, chapter 24, women can adorn their body parts which are generally stay exposed before na mehram ( illa ma Zahara minhaa). These includes adornments on face hands feet. If head too is acceptable to be exposed in the decent norm of a culture, it may be included too. The rest of the adornments are supposed to be covered and exposed only to Mehram.

    Cause according to me culture can be too conservative or can be too modern or can be of anytype but we should not be dependent on any culture.

    A culture can also reject the face revealing too but It doesn’t mean everyone start to cover face.

    Culture is not decisive that is why Quran intervenes to tell the borderlines. The gray areas left by the religion can be fulfilled by culture. Religion told no culture can force to cover face as it is very clearly excluded by the term Ilaa ma Zahara minhaa. However culture can ask to cover one’s head and religion doesn’t object to it. However a person may object to it, and now it is a dispute between a person and his or her culture.
