Before ghusl is there any obligatory dua or way to keep niyyah.or can i just say in heart that im doing ghusl and tell allah to remove my impurity

There’s no prescribed dua, you can recite Bismillah before starting your ghusal. Niyat in your heart is perfectly fine,

Is saying bismillah obligatory because saying allahs name in bathroom is kind of disrespectful?

No, it’s not obligatory.

Prophet (SAW) had recommended duas he made before entering and after exiting the bathroom.
Before entering the bathroom:
بِسْمِ اللَّه) اللَّهُمَّ إِنِّي أَعُوذُ بِكَ مِنَ الْخُبْثِ وَالْخَبَاﺋِﺚِ)
Bismillaahi. Allahumma innee a’uuthubika minal khubthi wal khabaa’ith.
(In the name of Allah).O Allah, I seek refuge in You from all evil, and evil doers.
After leaving the bathroom:
غُفْرَانَكَ
Ghufraanaka.
I ask You (Allah) for forgiveness
