Can muslims criticize other muslims for irresponsible actions like playing kawalli on loud speakers all night having little or no regard for old people, hypertension patients or students or is it binding on muslims to not talk bad about the bad actions of the people of their community?

Rather they should criticize such acts which are included in Munkar. However one should see how far one can criticize to bring good.
