What is meant by aya 61 of sura 16? My understanding is that the time of death is decided for everyone at the time of birth (or maybe when that person’s soul was created).

This explains the story of Khalid bin Waleed; he went to get possession of a city; the governor of that city surrendered the keys of the city to him; Khalid saw that he had a small packet in his hand; the governor told Khalid that if the peace deal were not done then he would have taken this poison (in the packet); Khalid bin Waleed took the packet from him and swallowed it saying: if the time to die has not come nothing can kill you.
