If a woman does heavy makeup during wedding ceremonies but fulfills other obligations like hiding her chest with a duppata and hiding her ornaments and satr will it be a violation of sadd e zariya, especially if people stare at her?

Women should use their own judgement if their dressing and the way they carry themselves is considered modest in their society and the culture. No specific rules are mandatory. The guidance given in Quran were the best practices in the Arab culture at that time. We should explore and use the best practices according to maroof and societal norms of our own time and space.

If a woman is fulfilling the directives mentioned in Surah Nur regarding norms of gender interaction, then she’s not in violation of any directive even if she does heavy makeup.
