In this video Ghamidi sahab has explained the principle of illat o maqsad. If we apply this to for example driving license example, that only with license can come on road,so what would be illat and maqsad in it.And can get a good explaination of these principles?

Sometimes Illat (cause or reality of the Hukm) and Maqsad (aim or benefit) are different and sometimes they are similar. In your example, The safety of the person and other people is the cause and the same is the aim or benefit. In Shariah we have the example of Ahkam of Rukhsat (relaxation or concession). There cause and aim are the same, to give relaxation or concession against some odds.
