In ghusl, is it obligatory for women to use flowers or perfume to remove odor after menses.if a women didn’t use perfume for ghusl to remove odor after menses even she have perfume is her ghusl is not valid or is she sinful?

No, there is no such religious requirement. The only requirement is to perform a thorough ghusl. The prophet advised the use of lotus or Musk to perfume the site and ward off unpleasant odours (whatever methods were available at that time). It is not a religious injunction.
