This ayah is often used by people who claim that religion is blind faith due to the wordings He knows and you don’t know.

There were people who just entered Islam or some that genuinely did not at the time understand the rationale behind this hukm. If they refused to go for war, what then?

Allah knows the result that a particular action will accrue both in this world and in the hereafter which has an ethical basis. We humans often knowing the moral soundness of an action still get into a dilemma because of our prejudice, emotions, whims and wsihes. Our judgement may become clouded, but Allah knows the ultimate result of a sound ethical action.

Similar circumstances were faced at that time by the people to whom this verse is addressing. Fighting with Quraish at that time had its clear moral basis, but the war itself and then fighting one’s own kindred in the war were standing in conflict to what was morally understood in the context (i.e. the war). And people who didn’t have a strong faith were compelled to some extent to ask these questions regarding ‘Infaq‘ and ‘Jihad‘, and some were of view that maybe at that time war could’ve been avoided to protect their family members and in time, their family members might accept faith.

Yes so there might be people among them still who genuinely did not get the rationale behind this even after Allah telling them. Is there a clear mention of such people anywhere?

And if because of that they refused to go for war, they should have been forgiven?

I don’t think this is referring to people who genuinely did not understand the rationale. It is either munafiqoon or people with weak faith who were looking for an alternative to avoid an all out war on the premise that this will cause destriction and chaos, while knowing that this war is inevitable to quash persecution done by Quraish.

Verses do not direcly say who are the addressees but the context from Verse 214 indicates to such people who are of weak faith and/or munafiqoon.
