    Surah 63: Verse 6: It is equal for them whether you seek forgiveness for them or not, God shall never forgive them because God never guides such disobedient people. (Speaking about hypocrites in Medina)

    Surah 64: Verse 14: Believers! Some among your wives and children are your enemies. So, beware of them.[However, no need to be stern with them because] if you forgive them, overlook their blemishes and pardon them, then this is better because God is Forgiving and Merciful.

    Why is it that in one case it is saying that regardless of whether Prophet PBUH asks for forgiveness they will not be forgiven and in another instance if you forgive people with your family then Allah may forgive them as well?

    Quran (63:5-6) is referring to the ultimate result of this attitude of Hypocrites equivalent to open rebellion (Istakbar/Sarkashi) against God for which it is mentioned in Quran that:

    إِنَّ الَّذِينَ كَذَّبُواْ بِآيَاتِنَا وَاسْتَكْبَرُواْ عَنْهَا لاَ تُفَتَّحُ لَهُمْ أَبْوَابُ السَّمَاء وَلاَ يَدْخُلُونَ الْجَنَّةَ حَتَّى يَلِجَ الْجَمَلُ فِي سَمِّ الْخِيَاطِ وَكَذَلِكَ نَجْزِي الْمُجْرِمِينَ لَهُم مِّن جَهَنَّمَ مِهَادٌ وَمِن فَوْقِهِمْ غَوَاشٍ وَكَذَلِكَ نَجْزِي الظَّالِمِينَ

    Indeed those who denied Our revelations and evaded them in arrogance, the gates of heavens shall not be opened for them and neither shall they be able to enter Paradise except if a camel is able to pass through the eye of a needle. [This is their punishment] and in this manner do We punish the criminals. Hell shall be their bedding and [the flames of] Hell shall be their covering and in this way do We punish the evil-doers. (Quran 7:40-41)

    And after this open rebellion, it is law of God to not give Hidaya to anyone as per his law of guidance and error:

    The same warning has been repeated for such hypocrites in Quran 9:80 as well.

    Quran (64:14) is indeed pointing towards attitude of family members but there is no similar attitude of open rebellion as was pointed out in previous chapter. Which means there is still chance for these family members to revert back to the right path and that is why it is being said that Allah is all forgiving and merciful.
