Ghamidi sb, is of the view that we can use the Zakat to pay our taxes. Taxes are used to build raods schools, etc and non-muslims also benefit from them. But quran mentions very specific people who should be recipient of zakat, and they don’t include any non muslims? My question is how can we give zakat in taxes when non muslims are not included in the lists of recipients?

The heads of zakat are poor, needy, and travellers etc and Quran doesn’t specify their faith. It is therefore generic. So we keep it general. If zakat were not for non Muslims it should have been mentioned. We can apply no specification on our own.

In principle, specification is needed to be mentioned otherwise the expression is taken as general.
