I have another question that if a person makes a promise with another person and take oath over quran or holding quran as guarantee that he will not do so and so act or will refrain from some act then can he set himself free from such oath over quran without the knowledge or consent of other person he made promise with?

I mean by paying kafara can he set himself free without the knowledge of that other person?

If it is something, breaking of which hurts the other person by infringing upon his rights, then other person must be informed of the decision along with prescribed atonement. And any loss suffered by the other person should be made good by the person defecting on his promise.

If other person was just serving as an innocuous witness to that oath without any involvement on his part to that oath whatsoever, then mere atonement would suffice. The distinction here needs to be made whether oath was made to the person only or to God as well or only to God.
