Zakat muslim hukam ran ko di jayegi gair muslim hukam ran ko nahi? Ye neretive kese wujud me aaya! Is ki dalil kya he? & Is se ulat ke hukam ran koi bhi ho musalim ya gair muslim allah ne inko haq Diya he be ki wo logo se 2.5% zakat wasule! Iaski dalil?

زکوۃ کا حکم ہر صاحب استطاعت مسلمان پر فرض ہے۔ نظم اجتماعی کی صورت میں ملمس حکمرانوں کی یہ ذمہ داری بتائی گئی ہے کہ اس کا اہتمام کریں اور زکوۃ لوگوں سے وصول کریں اور مملکت کی ضروریات اس سے پوری کریں جو لوگوں کی فلاح و ببہود پر خرچ ہوگا۔ یہ حکم درج ذیل آیات میں دیا گیا ہے:
الَّذِينَ إِن مَّكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنكَرِ ۗ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ
Those whom if We grant sovereignty in this land shall be diligent in the prayer and pay zakāh and exhort towards good and forbid evil. [God shall definitely help them] and the fate of all matters is in the hands of God alone. (22: 41)
إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَابْنِ السَّبِيلِ ۖ فَرِيضَةً مِّنَ اللَّهِ ۗ وَاللَّهُ عَلِيمٌ حَكِيمٌ
Charity in reality is only for the poor and the needy, and for those who are in charge of its set-up, and for those whose hearts are to be assured. Moreover, for the release of necks and to help those who have been inflicted with losses and for the way of God and for the welfare of the wayfarers. This is an obligation decreed by God and God is All-Knowing and Wise. (9: 60)
Since it is a religious obligation, that is why it is for Muslims only and only Muslim ruler can take it from them.

Mean gair muslim hukumrano ko nahi de sakte? Mene ye isliye pucha ki me india se hu & government ko tex bhi dete he jo 2.5% se bhi jayada he, according to gamdi sir Mene ye suna he ki agar jyada tex de rahe he to zakat ko uske samil karle,iski kya buniyad he ke tax me zakat ko samil karle!

yes, you can count your tax as zakat. If non Muslim rulers take tax and spend on the welfare of the people as it is the constitutional responsibility of every government, your tax is can be counted as paying of zakat.

Mean zakat & tex ka aim ek he,is illat ki bunyaad par hum zakat ko consider karege, yaha muslim non muslim ruler ka sawal peda na hoga?!

yes. you have to pay zakat even if Muslim ruler does not take it.
