Your question is not clear. If in some case it is a legal requirement, it can be carried out.

Like at some places, to find out the chastity of some woman before marriage, her virginity test is taken?
Should or can it be done or if it can be left as “even if she has done some mistake then it was a thing of past”?

It all depends on the cultural acceptance. Moreover it looks like investigating private matters which are supposed to stay hidden and unexposed. Virginity is lost due fo excessive physical exercise too. So if mere a test can’t be an evidence of adultery.

If you ignore the thing that scientific merit for checking virginity is not good, then would Islam criticize of checking the virginity before marriage on a state level, cultural or even as a norm (both for men and women)?

It has nothing to do with State affairs nor can be a collective issue. This should be between idviduals. A man may demand for it, but the girl has right to refuse.
