    Assalamualaikum

    In Islamic state, would non Muslims be able to enjoy some things which can be stately illegal for Muslims. For example alcohol, fornication etc.

    And will the Muslims themselves be allowed to practice things which are the results of wrong interpretations and are stately illegal for Muslims by the vote of majority e.g muta’ in Shites?

    Islamic laws are applied on Muslims only. The same goes for different schools of thought. They are allowed to follow their school of thought.

    But if these are Islamic punishments, but are written in constitution based on some rationale, e.g alcohol can lead to slanders against others, fornication is a crime against humanity like it destroys the family system and this against basic right of children etc. On non Muslims and Muslims with a different interpretation as well?

    (Islamic legislation but with proved by rationale)

    Yes, it can be and for that the state has to build a consensus on rational grounds. The consent of the non-Muslims will be required.
