There is a group who calls themselves submitters, they believe in another messenger called Rashad Khalifa after Prophet Muhammad. They say everyone else is wrong regarding all Messengers being Prophet. They claim all Prophets are Messenger but all Messengers aren’t Prophet. According to them Messengership still continues. What evidence we have from Quran that all Messengers are Prophet?

It is correct that all messengers are NOT prophets. Please see the following for details:

With that said, Prophet Muhammad SAW was the last person on earth who received divine revelation. There’s no room for any person to claim to be a messenger or a prophet of God. For details, please see:

All Messengers (Rasul) are Prophets (Nabi) but not all Prophets (Nabi) are given rank of Messengerhood (Rasul).

Please refer to the above links provided by Faisal Sahab for proof from Quran.
