What role or status or authority urf (local customs and culture) have in the religion of Islam ?

The injunctions of shariah which belongs to social and political norms consider Urf to determine the ruling. for example, the amount of Diyat (bloodmoney, Dowry (Haq e mehr), the definition and application of Fohash (obscenity) and forms of mutual consultations (umrohum Shura Bynahum) etc, are subject to Urf. But the injunctions which belong to worship rituals or the human values which do no change with the change in the society like prayer, fast, and marriage and divorce do not accept Urf in their ruling.

Urf in Indian sub-continent for a religious person has to wear kurta, pyjama, skullcap and fistfull beard.
So, will the person be held accountable and punished for going against the urf by the religious authorities of this place ?
