My question is regarding illegal adoption. If the country has very strict rules and it is impossible to adopt a baby through legal system. Can a person adopt an orphan and get him registered as his own? Will it be lie according to islam

A Muslim is supposed to be an ethical being. To follow the law of the land is a matter of ethics. So it is necessary to follow the law. If there is something wrong, one may criticize it, try to get it reformed, but have to follow it. The strict laws for adopting orphans are intended to ensure their protection and well-being so you have to follow them. Dodging the law is deception and lie and prohibited in Islam.
