How was Musa as condoned the offense of killing a person ,though inadvertently, when it pertained to the rights of the victim and it is believed that Allah swt will not interfere with ‘haqooq ul ebad’.

Mistake is not actually accountable, and it should not be. it is but made accoutable to some extent in the world for administrative reasons, that peopole should not take undue advantage of it. So, to God, it is forgiveable not only for Moses but for anyone else, especially when one feels guilty and repents. The victim can be compensated for his misfortune by God.
